Lvl 80 with the relic but lvl 75 without it. Prior to the relic weapon, I used the Fae Codex dyed Dalamud red (obtained from Dohn Mheg). The red highlights the hat accents super well! I just love the current glowy from the relic atm XD Any boots can work, depends on your preference of course! The gloves are also very ring friendly
