Ah, Halloween glams, truly the reason for the season. This is one of my favorite Black Mage glams, but requires seasonal attire as well as progression in the MSQ of Endwalker, restricting its availability somewhat. The Makai Priestess's chestpiece is relatively easy to obtain, only requiring wolf marks from PVP, but is gender-locked, and the Ishgardian Thighboots simply require 30,000 MGP.
