No clue if it helps with the catch rate but at least you will look fabulous! All pieces are general lvl 1 glam items, but for the Felicitous gear you need to have played all EW Island Sanctuary quests, so it's not for low level characters. (Leonheart Gloves are a veteran reward but can be replaced with any other black gloves.)
